Circular No. 52, of 1863, which prescribes the proper manner of disposing of surplus and unservicable Ordnance stores, is so far amended as to require Ordnance and Acting Ordnance Officers to receive all surplus Ordnance stores, whether serviceable or unservicable, without requiring evidence that such stores have been inspected and condemned; except in cases where arms are turned in for the purpose of being exchanged, in which case evidence of inspection and condemnation will be required.
